Really annoying. It gets played on every healing spell now. Glad that we have 2 sound effects for one spell...
So glad I'm not the only one who noticed this. I thought I was going crazy for a second there-- though if this keeps up, I might still go nuts.
Seems to be happening all all instant cast spells.
Does it for dropping mushrooms too

Shrooms: Woosh
Regrowth: Woosh
LB: Woosh
